Hi Mark: Yes, you could go all the way up to the top where the telescope is and to the basement where the original seismographic equipment was displayed. They do stargazing with the telescope Thursday through Sunday evenings for $3 per person, however I’d bet it wasn’t open when you visited because the renovation was just recently completed and the facility was reopened.
